An Annual Rivalry With No Winners

Around the Triangle, we look forward to great sports rivalries.  Sometimes your team wins, sometimes not; but we enjoy the games.  In the real world of post-March Madness, the annual competition of County Commissioners v. School Boards for school operational funding is enjoyed by no one and produces only losers, and here is my explanation of that.
